This was probably intended as an alternate method for murdering Mabel Henderson at Betty's command. The internal name of this weapon associates it with the Tranquility Lane portion of the main quest, but there are no mines used there in-game.
It is coded as part of the game engine rather than being pulled from external asset files like all other weapons.
